I see on the Comm Manager screen that I have the ability to turn the "Data Connection" on and off.  Whenever I see it turned on...I turn it off.  What role does it play in the system?  Does it turn on automatically when the WiFi is turned on, but doesn't turn off when the WiFi is turned off?

As long as you don't go to any internet based application (Opera, IE, Weather updating, Youtube etc.../Programs needing a data connection to run) it doesn't make any difference. You don't pay for it to be connected. But it can be smart to have it turned off just to be sure!

I recommand an application for this issue.

Like tkima said, data is just the connection to (insert phone company here)'s internet. Data does not need to be on to use WiFi internet. And, if you do not have a data plan, you would be very wise to install the nodata cab, as mentioned...just in case. I have noticed mine will turn on on it's own, sometimes...doesn't matter, though, as I have unlimited data...

yeah, if you've got unlimited data or much data connection free to use in month. The nodata.cab will only be annoying you. Because it blocks the data connection.

Another tips!
Go to your service providers shop (or someone familiar with the network) and ask for the band of the network.
Start::Settings::Personal::Phone::Band
Personally I use

Network type.
GSM

GSM/UMTS band.
GSM(900+1800)+UMTS(2100)
But I've got a GSM phone from Europe (living in Europe)
