Have you physically gone into the WiFi and connected to a network?

Go to Start : Settings : Connections Tab and click WiFi.  Then click the "Search for Networks" icon.  See if it gives you an error message.

Lots of phones have little minor quirks with them and it's usually a good rule of thumb to do a couple of hard resets before using them.  That usually takes care of most issues.  Just remember a hard reset will delete all contact, text messages and such.

Try what I wrote first and let me know what you get when you go through those steps.

Interesting.  Well I have been reading up on Alltell Touch Pros.  You aren't the only one who has had major problems with WiFi.  You should contact Alltell and open a ticket.  If it ends up that the WiFi is not working then they should send you a replacement phone.

Let us know how it works.
