I tried running a search, but maybe I am not using the right key words.
I downloaded the NETCFSetupv35.MSI file, but I can't seem to figure out how to run it on the phone.
What am I doing wrong?

This file you downloaded:

(first plug in your phone) run it on your desktop computer-> install it -> let it install -> it'll tell you to finish the installation on your phone -> finish on install on phone -> done.

One thing to add.  When you plug in your phone, make sure to choose the active sync option.

I only use active sync so I don't know if it's a must but I know it's necessary if you want to install through Windows Mobile Device Center.

it's through active sync - no matter how you connect to the pc, bluetooth or usb.

I sync my phone over bluetooth. When it comes into range, active sync activates on the computer.

So: Active Sync instead of Hard Drive (shows up as external storage, you can move files, but not convert, sync or install)

Connection type: USB cord or Bluetooth.

Directly from Microsoft...

http://www.microsoft.com/downloads/details.aspx?FamilyID=E3821449-3C6B-42F1-9FD9-0041345B3385&displaylang=en

Overview
The Microsoft® .NET Compact Framework 3.5 Redistributable contains the common language runtime and class libraries built for the .NET Compact Framework. In addition to version 3.5 support, it also supports applications developed for version 1.0 and 2.0. The .NET Compact Framework 3.5 provides new features such as Windows Communication Foundation, LINQ, SoundPlayer, new runtime tool support, and many other features.

Important: To develop .NET Compact Framework applications, Microsoft Visual Studio 2008 is required.

This package uses ActiveSync 4.0 to update the device. Before running NETCFSetupv35.msi, connect your device to your PC. If your device is not connected, ActiveSync will store the CAB file and will not install the package until you connect. If you are not using ActiveSync, run the CAB files on the device that correspond to the device–specific CAB files found in the install folder.
